CF Labs
Your resilience portfolio, ranked and ready for the next funding window.
The problem
When a grant opens, the first job shouldn’t be finding everything.
In our resilience work, the portfolio tends to live in pieces: projects in the hazard mitigation plan, costs in the capital program, grants in a tracker, scores in a spreadsheet and the council update in a slide deck. When a funding window opens, the first job is putting it all back together.
Council Fire was an implementation and stakeholder engagement partner for Phase I of the Annapolis Maritime Resilience Initiative, where residents and community members named 38 sites of concern and ten advanced to preliminary concept design. Alongside that work, CF Labs built Aptation with the Resilience Authority to keep a portfolio like that in one place: ranked, matched to funding and open to the public.
What we build
Aptation, or a tool built around your program
- #1
Aptation, set up for you
Map every project, score it on the criteria your community chose, match it to the grants, bonds and local dollars you pursue, and see deadlines before they close.
- #2
Hazard mitigation plan tracking
Every action in your plan with its status and funding, so the five-year update starts from a record instead of a scramble.
- #3
Capital plan screening
Climate risk scoring built into your capital improvement plan, so resilience projects compete on the same terms as everything else.
- #4
Public portfolio sites
A portfolio and map residents can explore, like Resilient & Ready Anne Arundel, showing only the projects and fields you choose to publish.
- #5
AI-assisted plan intake
Upload a plan or study and get the projects and funding inside it, queued for staff to confirm before anything is imported.

“Council Fire is helping us lay the foundation for what we believe is one of the most innovative local climate resilience planning models in the country. Whether its strategy development, financing mechanisms, impact metrics, decision making tools, or storytelling, their guidance is instrumental in shaping our approach, implementing projects, and building trust with stakeholders.”
How it works
How your portfolio comes together
- #1
Start from what you have
Project lists import from your spreadsheets, and plans and studies go into a review queue. Nobody retypes the portfolio.

- #2
Score it on your criteria
The criteria and weights your community and board agreed on drive the ranking, so anyone can see why a project sits where it does.

- #3
Tie projects to money
Load the grants, bonds and local funds you pursue, match them to projects and keep every application deadline in view.

- #4
Publish what you choose
Printed reports for the board, view-only links for partners and a public portfolio for residents, all from one set of records.
