Maryland Port Administration - Masonville Cove

CREATING THE FIRST NATIONAL URBAN WILDLIFE REFUGE PARTNERSHIP

Located in the Mid-Atlantic region of the United States, the Port of Baltimore is a multi-billion dollar economic engine for the State of Maryland.

While the Port’s inland location offers strategic advantages for the transportation of goods, operating in the Chesapeake Bay presents significant sustainability challenges, especially when it comes to managing the material that must be dredged to keep shipping channels deep enough to accommodate increasingly larger vessels.

  • At Masonville Cove, the Port needed to create a new facility to both develop additional terminal space and contain dredged material in an area that was both highly contaminated and immediately adjacent to several communities. The siting of such facilities has historically been met with resistance from local residents, adding significant challenges to an already complicated and lengthy regulatory and development process.

  • In close collaboration with the Maryland Port Administration, Council Fire worked to:

    • Forge a partnership between local, state and regional government and public interest entities based on trust and shared objectives to facilitate dialogue and open the door to new policies and dredging innovations.

    • Collaborate with the community and public interest groups through stakeholder engagement efforts focused on community input, education and partnerships for mutually-beneficial outcomes.

    • Develop community recreational and educational assets in conjunction with a new port facility that included the near net-zero Masonville Cove Environmental Education Center and public access to the environmentally-remediated waterfront.

    • Generate awareness of and excitement about the Port’s environmental, social and economic successes.

    • Designation of the site as the first Urban Wildlife Refuge Partnership in the United States.

    • 61,000+ tons of trash and debris removed from the water.

    • 35,000 students (and growing annually) served through Masonville Cove programs.

    • $2 million in incremental revenue, a 100% increase of the Initial seed funding (and more coming each year).

    • 4,000 community volunteers donating over 20,000 hours of time towards the success of the operation.

    • 10,000 visitors to date.

    • 251 bird species identified on-site, including Baltimore City’s only pair of nesting bald eagles.
