EDF Fisheries Solution Center

EDF’s Oceans Program set an audacious goal—help twelve priority governments move to sustainable fishing. Council Fire helped the Fisheries Solution Center tighten its operating model, align leadership, and sharpen services so science and policy translate into reliable, on-the-ground delivery across regions.

About

EDF created the Fisheries Solution Center (FSC) to equip regional teams and partners with tools that help countries adopt sustainable fishing—faster and more consistently.

“Council Fire helped us close the gap between what we know and what gets done.”

Problem

Great science and policy weren’t enough; the FSC needed a clearer operating model—roles, processes, and resourcing—to deliver at speed across very different regulatory and cultural contexts.

Solution

  • Convened a working session with twelve core leaders to align purpose, priorities, and services.

  • Conducted a dozen-plus stakeholder interviews across regions to surface needs and value perceptions.

  • Reviewed structure, workflows, and revenue options to strengthen discipline and stability.

  • Provided targeted recommendations on visioning, process improvements, and relieving organizational stressors.

Results

  • Refined service offerings and governance so teams know what to request—and what to expect.

  • Improved delivery consistency across regions; clearer ownership and handoffs.

  • Enhanced fiscal stability and planning for the FSC’s portfolio.

Ambition scales when the operating model works. This is how EDF turned a smart concept into a repeatable engine for global outcomes.
