Patagonia Launches $2.5B eSAF Engagement Project
Germany-based companies GreenSinnergy and REA Consult have officially initiated an engagement process with institutional investors and potential offtakers for a groundbreaking power-to-liquid (PtL) sustainable aviation fuel (SAF) project in Argentina's Patagonia region. Known as the Eco-Refinerías del Sur (ERS) facility, this ambitious venture aims to become a global leader in the production of sustainable aviation fuel, with significant backing from the provincial government since its launch in December 2024.
Large-Scale Sustainable Fuel Production
The ERS facility is designed to support the growing global demand for SAF, starting with an initial production capacity of 100,000 tonnes per year. Over time, the project is expected to scale up to an impressive 500,000 tonnes annually. To achieve this vision, a total capital investment of around $2.5 billion is anticipated, with commissioning targeted for the early 2030s.
"This project brings together renewable power, hydrogen, and fuel production into a single industrial system", said Carlos Villalba, Managing Partner of GreenSinnergy. "Structuring it correctly from the outset is essential for scale, bankability, and long-term execution."
The three-stage development plan for ERS is expected to transform Chubut province into a hub for economic growth. The site will leverage Patagonia's abundant wind energy resources to produce green hydrogen, which will be combined with desalinated seawater in the PtL process to create SAF. A site for the full deployment of the facility has already been secured.
Strategic Partnerships and Financial Framework
GreenSinnergy, which specializes in low-carbon and decarbonization initiatives, is leading the technical design, permitting, and execution of the project. Meanwhile, REA Consult is focused on financial structuring and transaction advisory, ensuring the project's alignment with international investment standards and Argentina's Régimen de Incentivo a las Grandes Inversiones (RIGI) framework. RIGI is designed to provide regulatory and fiscal stability for large-scale infrastructure projects like ERS.
"Integrated SAF projects require coordination across energy generation, conversion, and offtake infrastructure", said Rachel Andalaft, Director of REA Consult. "Our role is to structure this complexity into a coherent financing framework that strategic capital can support."
Collaboration with Axens

In June 2025, GreenSinnergy signed a memorandum of understanding (MoU) with clean fuels technology company Axens to explore SAF development across Latin America, with a focus on the ERS project. Axens will serve as the licensor for critical technologies, including CO2 capture, hydrogen purification, Fischer-Tropsch synthesis, and the upgrading of kerosene and naphtha by-products.
The ERS project's alignment with cutting-edge technologies and its comprehensive approach to renewable energy integration make it a pioneering initiative in Latin America and beyond. As global demand for SAF continues to grow, Patagonia's role in the sustainable aviation fuel market is poised to expand significantly in the coming decades.
